Indoor Multi-Use Facility Development and Feasibility Planning Study
Key strategic findings that were identified are as follows:
• There is not acceptable and contemporary indoor field sports venue within the
Dunkirk-Fredonia and Northern Chautauqua County region;
• The SUNY Fredonia ice arena cannot accommodate as priority users current
youth hockey and adult hockey programs;
• Indoor youth and adult hockey and soccer programs seem to exist in enough
volume to warrant investigation into the investment in some form of indoor
skating and turf field complex;
• While private developer involvement might be preferable, NYS development
profiles indicate that pure developer scenarios are extremely uncommon in
the recreation facility segment;
• Local user programs (youth soccer, youth hockey) have avid but relatively
small memberships when compared to other NYS markets with new and/or
successful indoor multi-sport venues; - Strengths and weaknesses of the market were found to include:
Strengths
• Local youth sports user groups are supportive of a new facility development
project;
• Four potential development locations have been identified;
• Sports complex topic has been a topic of public conversation for 3+ years;
• The market has a lack of true competitive venues for a indoor turf field facility;
Weaknesses
• Uncertainty of key user (youth hockey, soccer) rental volumes;
• Historically low user rental rates at SUNY Fredonia and County Fairgrounds facility;
• Limitation of market size, and current economic climate of Dunkirk-Fredonia market;
• A limited corporate base for soliciting major gifts and sponsorship support;
Opportunities
• Chance to capitalize on lack of adequate access to SUNY Fredonia facilities
and inadequacy of County Fairgrounds building;
• Attractiveness and growth of youth and adult soccer as a participative
recreational sport;
Threats
• Potential for new facility competition (Westfield, SUNY Fredonia);
• Consideration of recent financial problems at numerous NYS skating
facilities;
